In developed countries, the amount of involvement of the population in physical activity is increasingly being considered a major public health problem. The Government had an important role to set national physical activity guidelines.
By the 1990's it came to the Government's attention that only a small amount of the population was meeting fitness-based guidelines. In 1996 a discovery was made by the Surgeon's General report from several research studies that explained the potential health gains that could be gained through participation in regular physical activity of less intensity. The findings suggested that significant health gains could be obtained from engaging in moderate intensity physical activity.
